While a conceptual red carpet welcomes the public from the Place de diffusion de culture de Victoriaville on rue Notre-Dame, a green promenade crossing the parking space connects the site to the city and its recreational route. Between these two routes is a reception room, a place where city dwellers can take advantage of the new cultural equipment. 

The project aims to go beyond the "front-back" polarity of classic settlements to benefit from an urban dialogue around the entire perimeter of the extremity of the block. The public interface of the block’s corner and the adjacent exterior spaces are modulated according to their particular context. 

Two volumes make up the architecture of the building. The first, which is horizontal, stretches over the entire depth of the block, from rue Notre-Dame to the parking lot. The second volume, that of the main hall, is anchored to the first   allowing the encounter with the urban systems of both neighboring landscapes: that defined by the fabric of the streets and that inherited from the former railway right-of-way. This dominant volume, formed by the junction of the two volumes, affirms the primary function of the complex and is distinguished by its material.

A covered passage at the interface of the building and the adjacent public space evoke the "red carpet". This space acts as a continuous filter between outside and inside.

The volume of the main room is made up of two wooden shells, a local and ecological resource.

The envelope of the horizontal volume is made of glass and zinc, presentin opaque or perforated elements.
